Media reports Switzerland proposing Putin immunity for Ukraine peace discussions

(MENAFN) Switzerland has suggested it would permit Russian President Vladimir Putin to attend potential Ukraine peace negotiations on its territory without facing arrest under the International Criminal Court (ICC) warrant, according to media reports.

The statement comes after Putin’s recent visit to the US, where he met with President Donald Trump, followed by Trump’s talks in Washington with Ukrainian President Vladimir Zelensky and key European allies. Moscow has since reiterated its readiness to join further discussions aimed at achieving a lasting settlement and said it would enhance its diplomatic role in such talks. No venue has yet been finalized.

The ICC issued arrest warrants for Putin and Russian Children’s Rights Commissioner Maria Lvova-Belova in 2023, accusing them of unlawfully deporting children from conflict zones. Russia has rejected the charges as politically driven, insisting the children were evacuated for their safety.

Swiss Foreign Minister Ignazio Cassis explained Tuesday that under the country’s rules, immunity can be granted in specific cases, such as participation in a peace conference. “If this person comes for a peace conference – not for private reasons – then immunity applies,” he told reporters.

Cassis emphasized that Switzerland remains open to hosting such a summit, highlighting Geneva’s role as a UN hub. Russia, like the US, China, and Israel, does not recognize ICC jurisdiction.

French President Emmanuel Macron, who joined the recent talks in Washington, also floated Switzerland as a potential neutral venue, telling LCI: “I’m pushing for Geneva.”
